results<\/a> of the Croatian Population Census conducted in 2021, according to which the number of Serbs in Croatia has decreased by 62,741 people in the last ten years, i.e. by as much as 33.6 percent, which reduced it to 3.2 percent of the overall population, the president of the SNV and SDSS (Independent Democratic Serb Party), Milorad Pupovac, this Saturday emphasized the necessity of a detailed analysis of the Census, both of the results published by the Croatian Bureau of Statistics and the way in which the Census was conducted, as well as the words used to comment on the published data by those such as Vukovar Mayor Ivan Penava.<\/p>\n\u2013 When we put everything together, we will be able to present our opinion and assessment of the possible reasons that led to such a result. At this moment, I can only say that there are several of those reasons, and that we will know which ones are crucial after a thorough analysis. This is certainly an extremely worrying decline that is significantly higher than our original expectations \u2013 said Pupovac.<\/p>\n
According to him, the result was certainly influenced by the fact that the average age of returnees of Serbian nationality is significantly higher, by as much as ten years, compared to the average age of Croatian residents. Pupovac also warned that assimilation processes were occurring in urban areas due to great pressures and an insufficient sense of freedom for Serbs to declare themselves as citizens of Serbian nationality.<\/p>\n
\u2013 It is possible that there are also some additional reasons of which we only have indications at the moment and not the necessary evidence to be able to speak clearly and openly about them. Certain statements are particularly worrying, such as that of the Mayor of Vukovar who said that the results of the 2021 Census were \u201cas they should be\u201d because he had controlled its implementation and that everything before that point had been non-objective. Why was it non-objective? Obviously because it did not suit him and his people to have so many Serbs so that there would be no need for the Cyrillic script or the participation of Serbs in local government bodies that would correspond to the results form ten years ago \u2013 the president of the SDSS commented on the data from Vukovar according to which the number of Serbs has fallen below the necessary threshold of thirty percent, which should enable the people to introduce bilingualism and the Cyrillic as an equally important script in the area of the town of Vukovar.<\/p>\n
Apart from Penava, Pupovac added, numerous media also \u2013 in addition to the decline in the number of Catholics \u2013 highlighted the fact that there were fewer Serbs in Vukovar as the main piece of news. Focusing on the number of Serbs in the town of Vukovar is problematic and burdensome, not only for Vukovar, but also for the whole of Croatia, said Milorad Pupovac.<\/p>\n
Commenting on the decrease in the participation of Serbian representatives in government bodies based on the new Census results, Pupovac said that the decline was more visible at the county level than at the municipal and city levels.<\/p>\n
\u2013 We are much more concerned about the atmosphere that still exists in some local areas, and which, despite the great efforts made in recent years, prevents the feeling of freedom and removal of different fears when it comes to declaring Serbian nationality \u2013 he said, stressing the need for greater engagement in the spheres of education and the media so that people could freely come to events that are organized for them, as well as that they could participate without fear in Serbian community organizations.<\/p>\n
\u2013 Quite a few people still have a problem with this, especially among the younger population and populations living in cities and towns. We will have to oppose such phenomena even more decisively \u2013 concluded Pupovac speaking for the Tanjug news agency.<\/p>\n
The SDSS MP Boris Milo\u0161evi\u0107 also pointed out for the Belgrade newsroom of the N1 Television that the decline in the number of Serbs in Croatia had been expected, but that he had not expected it to be as drastic. He especially highlighted the example of Vukovar and Vrbovsko, two towns where ten years ago Serbs made up more than a third of the overall population, which is no longer the case.<\/p>\n
\u2013 However, the drop in the number of inhabitants below the legally determined threshold \u2013 which is too high \u2013 does not automatically lead to the removal of rights. The municipal authorities and units of self-government should incorporate new thresholds into their by-laws because they are no longer obliged to implement the law, but they also have the option to let the already attained rights remain as they were as an example of good practice. It is also a recommendation by the Council of Europe (CoE) that the rights from the by-law be left, regardless of the population percentage. We can find positive examples in Istria, where only the municipality of Gro\u017enjan has met the legal threshold, but practically all of Istria has prescribed bilingualism. The Italian language is part of the identity of Istria. The decision whether the rights will remain or be removed is now up to the municipal authorities. It would be a bad message to tell their fellow citizens that they no longer have them \u2013 said Milo\u0161evi\u0107, reminding that the Constitutional Law on the Rights of National Minorities was passed in the Croatian Parliament by a two-thirds majority and that minority rights are not pointed against anyone, nor are they intended to be a provocation towards anyone when they are being enforced.<\/p>\n
\u2013 It should be taken into account that Vukovar has lost a lot of inhabitants, but the only thing that matters to Mayor Penava is that the number of Serbs had decreased, which is certainly a bad message for a third of his citizens \u2013 Milo\u0161evi\u0107 said. He announced that after a detailed analysis he would be able to talk more about possible omissions, but he also mentioned that Penava\u2019s statements did not help the Census results reflect the actual situation on the ground.<\/p>\n","protected":false},"excerpt":{"rendered":"
