{"id":388,"date":"2020-10-16T17:06:43","date_gmt":"2020-10-16T15:06:43","guid":{"rendered":"https:\/\/snv.hr\/?page_id=388"},"modified":"2024-07-10T12:28:41","modified_gmt":"2024-07-10T10:28:41","slug":"istitutions","status":"publish","type":"page","link":"https:\/\/snv.hr\/en\/serbs-in-croatia\/istitutions\/","title":{"rendered":"Institutions"},"content":{"rendered":"<p>In the Republic of Croatia there are institutions and organizations which focus on human, civil and national rights of Serbs and promote our cultural and religious identity. Apart from the Serbian Orthodox Church and the representatives of Serbs in the Croatian Parliament, there are also organizations in Croatia with rich and long tradition such as Serb Cultural Association Prosvjeta and the Serbian Business Association Privrednik. Furthermore, there is the Joint Council of Municipalities (<strong>ZVO<\/strong>), based on Erdut Agreement, an international legal act that started the process of peaceful re-integration of Eastern Slavonia, Baranja and Western Srijem, was founded. It represents a body which aligns the interests of Serbs in eastern Slavonia, Baranja and Western Srijem, coordinates initiatives and makes recommendations to authorities.<\/p>\n<aside>\n<h3 class=\"sidenavi\">The Serb Cultural Association Prosvjeta<\/h3>\n<div class=\"sidenavi\">\n<div class=\"articleBody\">\n<p><a href=\"http:\/\/skd-prosvjeta.hr\/\">The Serb Cultural Association Prosvjeta<\/a> was founded in November 1944 in Glina. The Association was active up to 1971 and Croatian Spring movement when its activities were terminated since they were regarded equal to those of Matica hrvatska. Prosvjeta was forbidden and formally abolished. The Association was restored in 1993.<\/p>\n<p>This traditional cultural organization of Serbs in Croatia assembles the members of the Serb community with the aim of affirming and developing their national identity, has over 1000 members in 50 subcommittees in Croatia. The Serb Cultural Association Prosvjeta promotes cultural and historical aspects of Serbian tradition in Croatia. Its members and associates study and present history, culture and contemporary life of Serbs through a set of various activities such as exhibitions, tribunals, writers&#8217; evenings, promotions of publications as well as folklore, musical and sports activities.<\/p>\n<p>It also devotes special attention to publishing. Prosvjeta publishes a cultural magazine Prosvjeta and magazine for elementary school children Bijala P\u010dela. The publishing activities are focused on publications dealing with the past and present of Serbs in Croatia and on defining their position in historic context. Some subcommittees have their own libraries whereas the biggest one is the Central Library of Serbs in Zagreb with more than 21,000 titles.<\/p>\n<p>The Serb Cultural Association Prosvjeta has initiated supplementary educational program for Serbian minority students because, since 1991, Serbian educational contents were no longer a part of official and regular Croatian educational curriculum. Prosvjeta has been actively participating in the field of education of and for minorities since 1993 when the model C of education practice in the national minority language was implemented.<\/p>\n<\/div>\n<h3>Serbian Business Association Privrednik<\/h3>\n<div class=\"articleBody\">\n<p><a href=\"https:\/\/www.privrednik.hr\/\">The Serbian Business Association Privrednik<\/a> was established in Zagreb in 1897 as one of the most important business-educational institutions of Serbian people. Its activities were banned three times in 1914, 1941 and in 1946, but the Association was reestablished on December 18, 1993 in very difficult and uncertain times of war. The Serbian Business Association Privrednik incorporates a youth club Privrednik Junior, and also the Vladimir Matijevi\u0107 Scholarship Fund for pupils and students. On the first Friday every month, it publishes eponymous magazine &#8220;Privrednik&#8221;, as a supplement to the Independent Serb weekly <em>Novosti<\/em>.<\/p>\n<h3>Serbian Orthodox Church<\/h3>\n<div class=\"articleBody\">\n<p><a href=\"http:\/\/www.spc.rs\/\">The Serbian Orthodox Church<\/a> is one of the autocephalous independent Orthodox Christian Churches, member of Orthodox communion. The Church achieved autocephalous status in 1219 under the leadership of St Sava. Nowadays it has the status of a patriarchy with the eparchies all around former Yugoslavia, Europe, North America and Australia. The Serbian Orthodox Church in Croatia consists of Metropolitanate of Zagreb and Ljubljana and the following eparchies: Dalmatia, Upper Karlovac, Slavonia, Osje\u010dko polje nad Baranja, and Zahumlje-Herzegovina incorporating the city of Dubrovnik. The Council of Episcopes is the Serbian Orthodox Church&#8217;s ruling body in Croatia. It is presided by Metropolitan Porfirije of Zagreb and Ljubljana. The Council\u2019s members are the Episcope Nikodim\u00a0of Dalmatia, Episcope Gerasim of Upper Karlovac, Episcope Sava of Slavonia and Episcope Heruvim\u00a0of Osje\u010dko polje and Baranja.<\/p>\n<h3>Serb Representatives in the Parliament<\/h3>\n<div class=\"articleBody\">\n<p>In line with the Law on election of Members of the Croatian Parliament and based on the Constitutional Law on National Minorities, the Republic of Croatia guarantees national minority members the right to be represented in the Parliament.<\/p>\n<p>Members of national minorities who represent more than 1,5 percent of the total population of the Republic of Croatia are guaranteed a maximum of three seats in the parliament, and their right is exercised based on the special election right on party lists, lists of national minority associations or lists proposed by minority voters. National minorities who participate in the total population of the Republic of Croatia with less than 1,5 percent have the right to elect five representatives, members of national minorities, which cannot diminish the national minorities&#8217; rights.<\/p>\n<p>Thus, members of national minorities in the Republic of Croatia have the right to elect eight representatives to Croatian Sabor. Of these, members of the Serb minority elect three representatives, while members of Hungarian, Italian, Czech and Slovak minority elect one representative respectively. Members of the Albanian, Bosniak, Montenegrin, Macedonian and Slovenian national minority jointly elect one representative, the same as members of Austrian, Bulgarian, German, Polish, Roma, Rumanian, Rusyn, Turkish, Ukrainian, Vlach and Jewish minority who jointly elect one representative.<\/p>\n<p>National minority members are elected in a special electoral unit which is the entire territory of the Republic of Croatia. It is done so that in individual elections for the national minority representative, a candidate will be chosen who has received the most votes from voters of that particular minority and who voted at the elections.<\/p>\n<p>Representatives of the Serbian national minority in Sabor: Milorad Pupovac, Boris Milo\u0161evi\u0107, Anja \u0160impraga<\/p>\n<p>For more information please visit\u00a0<a href=\"http:\/\/www.sabor.hr\/\">Croatian Parliament<\/a>\u00a0and\u00a0<strong><a href=\"http:\/\/www.sdss.hr\/\">SDSS<\/a><\/strong><\/p>\n<h3>Joint Council of Municipalities<\/h3>\n<div class=\"articleBody\">\n<p><a href=\"http:\/\/www.zvo.hr\/\">The Joint Council of Municipalities (<strong>ZVO<\/strong>)<\/a> is a body which aligns the interests of Serbs in eastern Slavonia, Baranja and Western Srijem, coordinates the initiaives and makes recommendations to government institutions. The Council is formed by municipalities from Vukovar-Srijem and Osijek-Baranja Counties: Trpinja, Erdut, Marku\u0161ica, Borovo, Jagodnjak, Negoslavci and \u0160odolovci.<\/p>\n<p>The Joint Council of Municipalities (<strong>ZVO<\/strong>) in the formal sense emerged as an\u00a0<em>sui generis\u00a0<\/em>organization, based on Erdut Agreement, an international act that started the process of peaceful reintegration of Eastern Slavonia, Baranja and Western Srijem and Decision reached by Croatian Government on October 15, 1997. Also, Croatian Government ensured the Council&#8217;s legislative status in the Letter of the Croatian Government on completing the peaceful reintegration of the areas under transitional administration (Croatian Danube region) issued on January 13, 1997.<\/p>\n<p>The Council&#8217;s role as a consulting body is to monitor and analyze the issues of educational and cultural autonomy of the Serb community as well as to safeguard human, civil and ethnic rights of Serbs in accordance with the Croatian constitution, positive laws and internationally acknowledged and legally relevant agreements which determine and regulate the status and position of Serbian community in this region.<\/p>\n<h3>Serbian Democratic Forum<\/h3>\n<p>Serbian Democratic Forum was founded in Lipik in 1992 as a coalition of prominent Serbs whose shared goal was to stop the war and to find political solutions for the Serb-Croat conflict and for the status of Serbs in Croatia. Cornerstones of the <strong>SDF<\/strong>&#8216;s activities in its early period were protection of human rights and rights of refugees and returnees, fostering democratization and inter-ethnical tolerance.<\/p>\n<p>As the first form of institutionalized political and social actions of Serbs in 1990s, the SDF has been the nucleus from which other Serbian institutions and organizations were developed in Croatia. In its heydays, the <strong>SDF<\/strong> was one of the biggest and most important nongovernmental organizations in Croatia and the region, the key partner of the <strong>USAID<\/strong> and <strong>UNHCR<\/strong> in implementation of their programs for repatriation and reintegration of refugees and for revitalization of war damaged areas.<\/p>\n<p>Today, the Serbian Democratic Forum functions as an organization that fosters and protects minority rights, which is a prerequisite for further democratization of the society, as a platform for youth and women&#8217;s activism, as well as a link between Serbian community and wider democratic public concerning this issues, but also in initiatives which are not always understood as restricted to minorities. From June 2021, it publish magazine &#8220;Nada&#8221; as a supplement to the Independent Serb weekly <em>Novosti<\/em>.<\/p>\n<h3>Sports Recreational Society of Serbs in Croatia<\/h3>\n<p>Sports Recreational Society of Serbs in Croatia is actively enhancing accessibility of sports and recreational facilities in all regions where Serbs are living with the aim to reinforce their social inclusion, advance physical and mental fitness and to improve the quality of leisure. Also, the Sports Society connects sports clubs and other organizations with members of the community through amateurism and various sports, recreational and educational events and projects. In order to achieve those objectives following activities are pursued:<\/p>\n<p><strong>Networking<\/strong> \u2014 The Sports Society is actively taking steps to include and to enroll different types of sports clubs, as well as to work together with prominent persons in sports and other sports organizations in Croatia and Serbia (Croatian Football Federation, Football Association of Serbia, Serb minority councils, Croatian National Council in Vojvodina, etc.).<\/p>\n<p><strong>The Football Team of Serbs in Croatia<\/strong> \u2014 At the beginning of 2016, an idea has formed of the representative football team to be made from the Serbian national minority members in Croatia. After that, an invitation to participate at the Europeada, the European Minority football Championship, followed. The Serb National Council supported formation of the team and Zoran \u010cugalj from Vukovar, former player for the FC Sartid Smederevo, was elected manager of the team. The Sports Society is organizing friendly matches and the representative team participation in the Europeada, as well as football camps and accompanying events.<\/p>\n<p><strong>Strengthening sports clubs, supporting and improving sports events<\/strong> \u2014 The Sports Society financially supports sports clubs, members of the Organization, enabling them to repair sports fields, buy equipment, participate in competitions and organize events. The Sports Society co-organized various sports events in Croatia, such as &#8220;Green Night&#8221; in Vojni\u0107 and &#8220;Village Olympics of Kordun&#8221;. In 2018, the Sports Society organized charity indoor football tournament in Zagreb, and participation fees were donated to the humanitarian drive, &#8220;Repaired Roof \u2013 Safe Home&#8221;, for Bogunovi\u0107 family in Karin Gornji.<\/p>\n<p><strong>Community development<\/strong> \u2014 Along with sports activities, the Sports Society initiated social media engagement campaigns against hate speech, nationalism and violence with the aim to decentralize and organize sports recreational sections and projects in the area of sports tourism in different regions of Croatia.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/aside>\n","protected":false},"excerpt":{"rendered":"<p>In the Republic of Croatia there are institutions and organizations which focus on human, civil and national rights of Serbs and promote our cultural and religious identity.
