Unrealized rights and failed policies: Representation of national minorities in state administration, judiciary, and the police

This document is the result of continuous monitoring and lobbying by the Serb National Council and Independent Democratic Serbian Party (SDSS) for the implementation of minority rights, more specifically the rights of Serbs to adequate representation in state bodies. The document primarily considers and analyzes current data on representation from the end of 2016 to the beginning of 2017. In order to monitor trends, current data is compared to data from the analysis published in March 2014. The document also examines the possible impact the four-year long membership in the European Union has had on facilitating improvements to guaranteed national minority rights in Croatia, and therefore the state of the rule of law and the commitment national institutions show to democracy and human rights.
